Yes, you can apply acrylic deck paint over oil-base paint. It's very easy to do. Just use a brush or roller. Goes on easily.

Better to sandblast the oil-base paint away, or chemically remove it and then wash with a neutralizer, then use the acrylic.

NO, you can not. The oil based paint must be completely removed first. If not, after you apply the new paint, it will react with the oil based and peel - badly! You can not prim over oil based paint - not even with kilz. The only thing that can be placed over oil based paint is..................oil based paint.
Just like the perosn above me stated you cant put anything over oil based products because it wont stick to the surface you can either spend hours sanding or you can use a sandblaster and rip it up.

No it will peel off! Oil base must be removed first!
Not without sealing it first with Kilz or Zinser primer.
I would prime it first then go ahead and put the Acrylic over the primer.
